Should I be concerned on this top tube?
Ever since buying this bike, I had noticed the pin strip had a bit of a dip in the top tube. Always quickly looked and top tube seemed fine.
Now that I'm considering replacing the decals on this bike, I took a closer look. The top of the top tube has a very very slight bend to it. Yet the sides to it and underneath it do not. Should I be concerned with this?

Only if it's going to bug you every day of your life hence forth.
But if the tube the decals is on isn't absolutely and perfectly symmetrical and the pin stripes applied with an equal amount of precision then it'll never look right when you start putting straight edges or levels on it. But unlikely to be anything but a cosmetic issue. IMO.

That's what my original thinking was! I just want the pin strip off and it hopefully will no longer bug me! Which is another issue on trying to get these decals off....not going to be as easy as I had hoped.

What bike? Photos of the entire bike might help. It could just be the way the TT was designed. Have you done a search for photos of other models like yours?

Alas, tubes are not always perfectly straight coming from the tubing supplier. Custom frame builders often take the time to check for this, and reject tubes that do not meet their standards, but production manufacturers are not so picky.
Does the bike track straight and true (can you ride it "no hands" without a struggle)? If so, no worries. If the issue continues to bother you, consider a custom frame.

Is that carbon or Alu foil?? Only STEEL tubes are straight.
Maybe it got the dip from leaning on it when you are getting on and off. Those tubes are so thin now to placate weight weenies. Pffft.
