Rear drop bars or uprights on tandem ?
This is a question of aesthetics. Drop bars or uprights ??
I am going to be clearing out a few bikes that I do not use enough to warrant keeping and this 45-year-old tandem is one of them.
It is not a serious high quality bike, but nice parts: Campagnolo, Miche, Gardin, Cinelli, Weinmann, Rino...
I have had it for about 7 years and my wife has been on it with me just ONE TIME, so I have been riding it seldom and riding it solo.
I took it out for my (probably) last ride on it today.
23-inch front seat tube, 21-inch step-through rear.
The handlebars on it as pictured were what were on it as I found it, giving the stoker a very upright riding stance.
I have some nice alloy drop bars that I could tape to match the front bars and put on the bike to replace the upright stoker bars.
The question is: Should I?
In terms of selling or trading the bike, do you think drop bars would improve the bike or detract from it ?

I would install the drop bar, and offer to throw in the riser for a (very) nominal upcharge if the buyer wants it.

No picture that I see-
Why not offer the buyer the option of either/both bars?
It may be someone new to cycling/tandems and they may "think" they want the upright bar. Later on.......

I'll leave the bike the way it is and just offer a set of alloy drop bars with it.
If by " No picture that I see-" you mean that the pictures are not showing up, here are a couple of links:

I would leave the bars that are on it. It is more likely the stoker will want those bikes unless you have a serious tandem crew who wants it and wants drops then offer those. I wouldn't take the time to swap anything unless someone wants to swap.
It's a cool bike though. Bennoto with Campy is a good thing.

Aesthetics with riders on the bike or without riders?
With drops and the stoker in the drops it might look not so aesthetic (to me) to have their head up the captains butt.

Which brings me to the reasons that my stoker only rode on the bike with me the once.
She says that she has better bikes to ride, likes being in control, and prefers other scenery to a view of my @$$ !!!
