Entry to mid level, the blue one surprised me with Reynolds tubing sticker. Pretty comparable for their times, about ten years apart in manufacturing.
I like the bottle cage on the blue one.

As-is the white one $30, fully cleaned and serviced and all is fine with strait wheels and the front derailleur not broken $125, in the big city on a good day. It's not worth putting much, if any, money for the return value. The cable routing should be over bars, new saddle needed.
The blue one as-is a little more, $40. This could sell at $175. Perhaps maybe $225 if all is well after service(strait wheels smooth bearings sets and undoing the Hobo bars). Again in the big city fully cleaned with the brake calipers and paint polished.
Both can be very flashy and eye catching.
