I'm guessing it's either from an amateur builder or possibly a one man shop run by a guy who has a day job and builds bikes on the side.
Do you have any photos showing frame details?
EDIT - Looks like he might be in Boston. https://myspace.com/jacobsbicycles/photos

A local guy here in boulder is selling a track frame set and I am in the market and can't find anything. That link helps. here are some photos from the listing:

That frame looks pretty sweet.
This 2009 issue of Boston Biker lists Jacobs Bicycles as a sponsor of a "Grudgematch" race and provides a link: www.jacobsbicycles.com. Unfortunately, the link is dead.

I thought that photo looked familiar. https://www.flickr.com/photos/jeremybrooks/2121634840
It's CC licensed; you could have at least provided a link. :-)

This thread is a year old, but if anyone is still interested, Jacob (no "s" in his actual name, last name Green I think) was in the messenger scene in Boston in the mid 00's. I was acquainted with him in passing. He threw some good alleycats and built frames as a sideline for two or three years (?), mostly track bikes for other Boston messengers. Often used 3rensho aero fork crowns. Last thing I saw from him was a long 20" wheel fork that turned any bike into a front load cargo bike (google Zaftig). No idea where he is now or what he's up to.

Jacob S.
Jacob was a messenger in Boston and a friend of mine. He unfortunately passed away several years ago.
