I just looked at two of mine. Minimum insertion is about 2.5"/65mm

Main thing is to get the post past the entire top tube by an inch or so.

so what happens if it doesn't meet the requirement height, is it really dangerous? I also have the same question for the quail stem, thanks

Simple: the long time rule of thumb for seatpost and stem minimum insertion is 75mm-80mm or approximately 3". Been that way for the 50 years I've been involved with lightweight bikes.

Could be dangerous to you, but also could tear apart the seat lug area, I would think. Not worth the risk.

I measured several seat-posts from my stash; everyone was 2.5 for road, 3-3.5 for Mtb.

Stem is a complete no go. You have a few issues with that...the amount of force applied in 20 different directions will probably not result in anything good if you exceed the marks by more than a few mms.

The stem is even more dangerous to go to shallow on. Failure there is a great way to loose your teeth. Longer stems and seat posts are available. Kalloy makes very long seatposts in many sizes as well as stems.
