Visiting Tokyo, is riding (a track) an option?
Specifically will be staying in the Setagaya Ward, but of course trying to see as much as possible in the couple of weeks we'll be there. (~Late March-April) It's tough to find any information online, anyone have any experience possibly renting a bike and riding a track. I figure most of them are strictly business/racing, but just not sure. I plan to visit a few and watch some races, but I'd feel bad if I didn't get to ride one while I'm there, or is that just not a thing that is done.

I recall being told by someone before a trip to Japan that certain Keirin tracks do have days allotted for amateur riders to try it out, but I never had the chance myself. Going to a track for an afternoon to watch some pros is a blast, though. I did feel a bit out of place amongst all of the (mostly older) locals, but very fun nonetheless.
