Hardtail Frame / Bike with Rear Rack Mounts Needed

To haul my BF's Burley Tail Wagon Doggie cart through lakeside trails.

1X or 2X drivetrain preferred, but not necessary.

Must be kickstand compatible, so steel or ALU only.

Co-Op DRT hardtails have mounting points. Looks like the DRT 1.2 is going for a hair under $700 these days. 2x 22/36 up front, 11/36 in back, hydraulic brakes, seems like a decent deal for entry level...
