Screw for bottom jockey wheel won’t loosen or tighten

Just finished putting on new jockey wheels and I had to undo and redo the bottom one but now the screw has kinda tightened but has reached a point where it is just spinning. I can’t tighten it any further and I can’t loosen it to get it out either.
it seems fairly snug so I could probably ride it ok but I’d much rather be able to snug it up real good.
did the threads either in the derailleur cage or on the bottom of the screw get stripped during this? I didn’t use and abuse them hardly at all besides on and off a few times.

Shimano 600 6207 friction - if that matters.

After unscrewing the good bolt pull on one side of the cage while trying to unscrew the (possibly) stripped bolt. Inspect for damaged threads on the cage and bolt when you get it removed.

In cases like these, and as much as I dislike vise grips, they would be a good tool to maintain outward pressure while unscrewing the bolt.
