It’s not a good photo but would someone know the maker of this derailleur and maybe something about it.

yes, it is Maeda's V-Luxe model
short range version of the beeter knwon VGT-Luxe
this version has a large cog capacity of 24T vs the 34T of the VGT
it wraps 26T vs the 40T of VGT
