Removing Handlebar Bold

This seems a daft question to ask but I am having a real problem removing the handlebars from a bike. The bolt that clamps the handlebars in place has a round head. When I turn the nut clamping it together the round head, or bolt, turns as well. I thought maybe use plyers to hold it in place but I am worried I will mark the bolt head.

The nut is probably fused to the bolt threads. Try dripping a penetrating oil (like PB Blaster) into the nut and letting it sit for awhile. You might end up scoring the bolt head anyway, but it shouldn't be hard to find a replacement if you do.

Penetrating oil and needle nose vice grips on the bolt shaft. A bit of heat to the nut with a torch if stubborn.

Usually those bolts are 'keyed' but on something like that (don't take this the wrong way, but 'cheap') it probably isn't. As Rolla posted it's probably corroded and stuck. I would grab that with my channel locks and not worry a bit about messing it up. If it bothers you spend the .50 cents and replace it with an allen head cap screw.

Makes sense and much as I thought. No offence taken with the cheap bike. I picked a few bikes up for free to rebuild. I thought I'd learn on some throw-away bikes rather than something decent.

Many thanks for the advice.

Looks like the bolt is accessible to the use of a hacksaw blade as an alternative.

The head looks high enough to easily get a pair of channel locks or vice grips on it. They'll probably leave marks, but if you intend to try and re-use the bolt, then wrap a piece of leather from an old belt or something similar around it first.
