I'm sure you've searched the bike sites for prices. It's really about what you are willing to spend and getting value for your money. Take what you consider a reasonable budget, then add 25% - you found your midrange. Add 100% and you found your highend. Simple as that.

These days you will not get a higher end bike for this money, even used. I.e., yes, it is midrange.

I would say low range.

For this price, you will get classic center fold fully china made bike with mainly low end components maybe assembled in US or EU.

It depends on if it's new or used, though, My Dahon Mu Uno was what I would consider a mid-range + folder but I'm selling it used for a very reasonable price which would make it low cost/mid range. My old BF nwt that I bought years ago was a high-end folder but used was sold at a very much lower end price and just a little tlc. If you can work on your own bikes, and you know what to look for and what to avoid, you can get a high quality folder for $700. Not like super high end BF/Tern, etc., but definitely with a quality frame and you can replace components over time.
