Shimano Claris Brifter Lever Bumpers

I'm working on a friend's Diamondback road bike equipped with a Shimano Claris drivetrain.

The brifters have small rubber bumpers on the lower front side of the inner shift levers which cushion
the front of the inner lever from the backside of the outer lever.
These bumpers are not well seated in their pockets and protrude,hanging up and preventing the inner levers from returning to their home positions.

Are these bumpers necessary?
Should I be trying to superglue the bumpers into their proper positions, or just remove them??
