The lugs are gorgeous. It looks as if the rust is surface. The Mavic rims are laced to Camp.
Is it worth $300?

I would have no problem paying $300 for it, or even more if I wanted a step-thru as I think the color and chrome lugs and socks look great. You'll also quite likely never see another one like it. If you're going to check it out, see if the seller will let you carefully try to remove a little of the lug rust. If it doesn't come off, maybe you can negotiate a little.

$200 max - step-thru bikes just don't hold value, especially with stem shifters, no tires, surface rust. Nice looking bike though. I like my Romic, but not recognized as a Classic, just vintage.
edit: Probably picture distortion, but if all the spokes on front wheel are not the same deduct $50. A couple appear black???

Great color and chrome lugs make that a very attractive ride. Shame that people don't use some preventative maintenance to keep bikes from rusting in the first place, but there it is.
I agree with the $200.00 max when the bike is in that condition. It might be worth $300.00 once it is cleaned up, consumables replaced and everything lubed. I wouldn't pay that much now.

Made in America, Reynolds 531, chrome lugs, low wear on brake tracks. Yes, I think it's worth $300. Not many step through bikes are Reynolds, even less custom built.
I would clean and set that bike up as a townie, with thumb shifters.
