To the original question, I suspect the answer may boil down to "how rough is your commute?" The two-piece front rack may suffice for a smooth route. OTOH, if your commute involves (like mine) allegedly paved streets and tree-root-heaved paths (1" high or so), or cobblestones, the extra stability of the hoop would be beneficial.
What kind of mount is on the Tara rack? Do you have trouble with the spray from your tire hitting the bottom of the light?

I have a Jandd Extreme front rack.
Two grocery-bag panniers hung high or low (horizontal bars at two levels), and the top platform held the diaper bag and picnic blanket by Bungie.
It is potentially overkill for most situations, but I was adding it to ~60+ lbs of bike+trailer.
It may encourage idiots to use it as a seat. Ask them to dismount before you proceed.

I am those people. Trying to install Tubus Duo only to discover I don't have mounting capabilities on the inside of my fork (Salsa Marrakesh). Wish I'd tried to install it befor the return window expired. Sigh.

I am not familiar with the Marakesh, but the Tubus Tara gets a lot of positive comments. That said, the Tara has very little means of adjustment if the upper bar is not horizontal. One of my bikes, the geometry of the fork made the upper bar on the Tara far from horizontal, I use something else on that bike.
Perhaps others that own that bike will comment?
