Here is one picture. It has gone through a number of remodels. When I started, the pipe was longer. This is after going under a tree and breaking it off. Since then I replaced it with bamboo. Since them my rack is wider with more bamboo than aluminum. Since then I have one each side. I plan to fit a new rack in the future, but maybe not for some time.

( I hate politicians who make these stupid laws )...Pepper sprays are a "grey area " within city limits, but you can carry them in wilderness areas...If I am riding out in a rural or remote areas I carry a mini baseball bat made from aluminum, it's small and light and easy to carry.

WRT a previous suggestion from another poster in this thread: Having a road suitable for a fast road bike or any bike with less than 2 inch tires, really, just isn't a "thing," either. So there is no: "Just out run them."
The OP is up against cultural issues concerning the ownership of dogs. Hence the starting of a thread.
I like his solution. It's not all that much different than how hunters attach their rifles to their hunting E-bikes, locally. Albeit tailored to local conditions & resources. Bravo! 🙌

Like where ???...There is no safe place for cyclists....Dogs, killer bees, wasps, cougars, bears, cars, trucks, other cyclists, peds, drunk drivers, criminals etc etc.

Nope. I’ve seen around a half dozen bears while on tour, including a huge black at about 25” and a young cub closer than that. (Mom was nowhere to be seen.) Have never felt the need for bear spray. But I do carry 100% DEET for those pesky insects.
I actually went looking for critters when I saw the one pictured. Let out a loud “Yesss!” when he ambled out of the forest. That caused him to stop and check me out. Gave me time to get some photos. The campground host saw a lion up a different road. Third one of the year for him, and it wasn’t even July.

Second bear in three days during my 2017 Erie to Philly tour. He must have been in the brush along the bank of the Pine Creek Trail. .I let out a sneeze and heard a big splash. Looked over to see him swimming across the creek. (Notice the ripples in the water.) Nearly wiped out slamming on the brakes so I could get out the camera before he disappeared in the brush on the opposite shore. Little bugger was the only one afraid.

I knew of a guy who carried a stick bungeed to his frame. He took it out while riding and had some kind of fumblebumble and dropped it through the spokes in his rear wheel. Wrecked the wheel, smashed up the seat stays as well. Be careful out there!

What about a collapsible hiking pole? You could attach the PVC to a fork blade, and with some practice, maybe deploy it on the move.
