Tuffy liners will greatly reduce your punctures with no need to change tires or tubes. I grew up riding in the Los Angeles area and learned to stay as close to the white fog line as possible (and safe if parked cars). When some clown tosses a beer bottle from their truck and it hits the ground the glass will be sprayed out from the point of impact and the closer you are to the curb the more glass you will encounter.

Some roads are cleaned by street sweepers or by the tires of motorists and much less road debris than other streets less less well traveled. When I can do so safely I will be in the center of the lane and not in the gutter with my bike and this reduces punctures and cuts a great deal.

No flats

This is the budget method. I used it on my beach cruisers when I lived at the beach. We just filled the tires up with truck flat tire repair stuff. My tires didn’t go flat for five years. The problem is when you wear out your tires, you have to cut them off the rims.

Schwalbe Marathon Plus, wide as possible.

I used to use tire liners, used to use slime and still got flats with both.

Never had a flat with the Marathons, ever.

If you do buy them, also but a Topeak Lever Shuttle or similar high quality tire lever.
Marathon Pluses are bastards to get on and off the rim.
So, in the extremely unlikely event that you DO get a flat, you're in for a workout.
