Any city that has these killer grates really dont have to replace them Just send a guy out with a welder on his truck and weld a couple of extra straps on the grates so a bike tire wont fall in.

That's what my county road division did , several weeks later, when my front tire slipped through the slots of a storm grate. If the welds are not done correctly, the welds will break, and the strap's end will stick up several inches above the grate, which happened to one grate on my route, which is not good for a cyclist traveling at night.

street grates are not a great design, the slots shouldn't be wide enough to allow a muscat green grape to drop thru IMO.

Sounds fine and dandy until you are a city with maybe thousands, in unknown locations. Snowplows don't like things that aren't flush either.

Unfortunately, this applies to cattle guards as well. After this incident, the State of Wyoming basically refused to accept any responsibility or liability. This has happened before and will happen again, thanks to the inability to change the law or burden on the responsible party. Until then, you're on your own and need to ride with peeled eyes to avoid the dangers around you.
