Risks of riveting old steel frame?
Are there any risks to putting rivets into my old steel frame Schwinn for a bottle holder/air pump?

Not really. But someone somewhere probably has mucked it up trying to do it.

If you are going to paint the bike, then I'd just get some stainless bottle boss's and braze them on. You can buy them for cheap online.... https://framebuildersupply.com/collections/braze-ons
But if you don't have any skill at brazing or silver soldering then a rivnut will be good as it lets you use a bolt and you can easily swap bottle cages if the break or suddenly you don't like your bottle cage anymore.
Though a rivnut or a pop rivet will sometimes get loose in the thin walls that bike tubes have. So they aren't fool proof, but they are easy to install and don't mess up your paint like a brazing torch will.

However I do think the last part deserves some consideration. That's a pretty niffty thing. Would have been nice if you linked place to purchase it.
On one bike, I even just used stainless worm clamps with a strip of inner tube underneath them to hold on the bottle cage. No one ever gave me grief or ribbed me about it.

The tubes on a varsity are probably thick enough to be drilled and tapped for a 5mm or #10 screw.
A #10-24 would be good as it has a deeper thread.

Something like a varsity wouldn't notice a couple of small holes, just take your time and make the holes as smoothly as possible.
