I unfortunately don't have a photo, but years ago I was helping my brother strip down a mid 90's titanium frame mountain bike. The front suspension fork fought us for a while, just didn't want to come out. Had to hammer on it way too long to force it out. There was no corrosion so it was a real head scratcher. When we finally got it out, close inspection revealed a prior owner had taken a seatpost, chopped the head off, flipped it upside down and crammed it into the fork crown.

I highly doubt that it is some kind of adaptation ashouldn't as I have seen bars like this on like this on a few fixed gear and single speed bikes now. Maybe these people like how it looks? I usually see these bars go hand-in-hand with seats tilted too far forwards.

It's certainly not designed with that in mind, so of course it's an adaptation. The "bullhorn" flip is pretty common, but that brake handle position is just weird. That's a definite bodge.
