The intro shows some door zone riding and someone making a left turn from the far right side of the road.
Three feet from parked cars is not enough.
Eye contact isn't worth that much in my experience.
Nothing about really basic stuff like riding on the right side of the road, stopping at stopsigns, staying of the sidewalk, etc.
Good advice about weaving in and out of parked cars.

The video is good basic material for the slower casual/novice rider, but I find it difficult to make eye contact via a car/truck mirror at my commute speed, especially at night, and I give a lot more than three feet clearance between myself and parked cars for that very reason.

I really dislike and never recommend any training material which makes the claim that 3 feet is a safe distance to stay our of the door zone. Makes it clear that they never actually looked or measured to find out what a safe distance would be.
An additional bad is that this video does not note that the measurement should be from the right most part of the bicycle or cyclist, vice the tire track. It actually looked like the cyclist in the video was riding about 2 feet from the parked cars at times (tire track minus one foot handle bar distance).

good little video but don't trust eye contact because the driver can interpret the opposite of what you are thinking. THEY might think that you see them and that you will be yielding to them.
regarding hand signals - yes use them but since you aren't in a car you can signal a right turn with your right hand.
signaling that you are braking I think is overkill, but there are times that it is important to make additional signals beyond left and right turns. as a beginner though you're gonna want to use both brakes simultaneously using both hands on the bars.

Promoting the safety concepts of predictability in traffic, not weaving, keeping a safe distance from parked cars, and communicating with motor vehicle operators using eye contact and hand signals are all valid safety tools for bicyclists and ones often suggested at Bike Forums.
A campaign that promotes competent road bicycling while suggesting reducing trips by auto can be healthy and economical is anathema to those peddling the faulty dogma that campaigns to reduce motoring are associated with incompetent bicycling.
