Can all clincher wheels be set up tubeless?

Can all clincher wheels be set up tubeless?
Scored a nice Fuji Cross 1.3 for $575. Going to use it as a wet road and/or winter bike. Oval Concept 327 clincher wheels. Can they be setup tubeless(taped and tubeless stem)?

Possibly. I wouldn’t do it with a road tire, but I have had good luck with “ghetto tubeless” for lower pressure CX tires.

Can those wheels be set up tubeless? Maybe. I'd even say "probably." Take the tires and tubes off and take a look at the rim bed profile. Compare to this -

I'd go as far as to say there are many rims that are marked "tubeless ready" that are not safe for tubeless. See the following:
1) you need a bead shelf as mentioned
2) you need a bead lock or ridge. This means that you need to hear a BANG when you seat the TL tire and deflating it shouldn't result in the tire unseating.
3) you need the diameter to be correct. If the rim is undersized, the tire will burp in corners. To test for this, press in the sidewall of the tire while it's inflated with no sealant. If you hear a ton of air rushing out, it's a no-go.
you could correct this by adding layers of tape.
4) of course, you need TL tape assuming you have nipple holes. I would recommend going from wall to wall. Otherwise, you run the possibility of losing air/sealant through the tape.
