rear brake adjustment help.

I can not get my rear Tektro brake to firm up. front will put you on your head but the rear is just mush...any help or tips would be appreciated. the pad is on the left side is adjusted as far down on the rim as possible and still seems like it needs to drop a mm. I have tried raising the straddle cable but that does not do it. the front lever is nice and begins to lock the brakes right away the rear lever is soft and goes almost to the bars. I have raised the hanger and also shortened the straddle cable and all that has done is made it so the tire does not spin freely..

How is the angle and contact surface of the pads? Possible pad surface contamination. Just throwing that out there as a possibility

Edited to add:
Just noticed the width of concave/convex washers are not the same between the front and rear brake photos, the rear is using a wider spacer, maybe that is throwing off the angle of the pads meeting the rim.

the angle and contact is good and the pads are new. I hit them them with brake cleaner as well as the rim. they do have the spacer flipped so you may be on to something. the front as the thinner spacer on the pad side of the arm and the rear has the thinner spacer on the outside of the arm. I will try and see if flipping those help. thanks

that is the way Handsome bicycles set them up. I just swapped them per JoeTBM pointing it out and it makes no difference.

everything I read it says the straddle should be as close to the tire as possible which of course is the case on mine. later today I will mess around with it as hitting the river for a float in a minute.

You have a very narrow straddle cable hanger. You might try one that is wider. The Problem Solvers cable hanger may be over kill but could work. You might try Tektro’s version to begin with. If you want to make a statement, there are always these.

Because of the cable length, the rear brake may always feel a bit spongier than the front. Compressionless housing may help.

+1 and Jagwire's best brake housing is the firmest I have found other than the solid link type. Makes a noticeable difference.

It could be one of their lower grade housings but unfortunately, I don't think there are any markings on the outside to determine what you have. Very different feel from their cheapest to their best. Here's a guide from JW that shows the construction that you may be able to see from the housing end. The "KEB-SL" version is the best. Jagwire Housing Guide | Jagwire

I agree with several of the things said - the rear won't be as firm as the front, compressionless housing and a wider hanger would probably help. And, you said you kmow that the hanger should be a close to the tire as possible. Is yours really? It looks like it could come down significantly too. But the other points I listed are probably the most important.
