rear brake adjustment help.

rear brake adjustment help.
I can not get my rear Tektro brake to firm up. front will put you on your head but the rear is just mush...any help or tips would be appreciated. the pad is on the left side is adjusted as far down on the rim as possible and still seems like it needs to drop a mm. I have tried raising the straddle cable but that does not do it. the front lever is nice and begins to lock the brakes right away the rear lever is soft and goes almost to the bars. I have raised the hanger and also shortened the straddle cable and all that has done is made it so the tire does not spin freely..

How is the angle and contact surface of the pads? Possible pad surface contamination. Just throwing that out there as a possibility
Edited to add:
Just noticed the width of concave/convex washers are not the same between the front and rear brake photos, the rear is using a wider spacer, maybe that is throwing off the angle of the pads meeting the rim.

Why do you have those giant spacers on the rear pads??

everything I read it says the straddle should be as close to the tire as possible which of course is the case on mine. later today I will mess around with it as hitting the river for a float in a minute.

It could be one of their lower grade housings but unfortunately, I don't think there are any markings on the outside to determine what you have. Very different feel from their cheapest to their best. I agree with several of the things said - the rear won't be as firm as the front, compressionless housing and a wider hanger would probably help. And, you said you kmow that the hanger should be a close to the tire as possible. Is yours really? It looks like it could come down significantly too. But the other points I listed are probably the most important.

ok got them so they are better. dropped the hanger down ~12mm and put on a brake booster that I had laying around for 30 years. thanks for the information.
