Adhesive for delaminated toe clip straps?

First I tried contact cement. They came apart shortly.
Secondly, I tried Shoe Goo. Work pretty well but the added thickness made them too thick to put inside the pedal.
Thirdly, I used a tan colored Gorilla Glue. This dries too hard.
Any suggestion?

Do you have a pic? I can only think of webbing or leather. Contact cement should work, if done well.

You'd think new straps would be available. Maybe the safety issues have stopped new production?
