The Bike and Barge options available in Netherlands, France, and probably other countries seem to have been missed in this discussion. We did Paris to Bruges several years ago, and the tulip tour in NL later. In my view about the cheapest way to see Europe and very convenient riding to your barge every night in a different site with nonpretentious accommodations.

I'm not a sales rep, but the concept is great. The old WWI era barges are renovated into nice cabins, maybe 8 doubles. You never move your luggage, you eat home cooked meals except for packed lunches on the daily rides. it's a guided tour but they allow you to add miles or calories depending on your preference. One tour consisted of 4 American couples, and 4 Australian couples. It was a cultural experience for everyone. And it was sort of nice to arrive back to the boat at a mooring in a new town each night, and saunder out to the deck with your cold one and watch the town folks walk the canal shore or jump ashore and walk with them . We were on the Elodie but there are lots of options especially in Netherlands.

Have you looked in to Adventure Cycling? Reasonable prices. They also have some somewhat easy routes. Many are camping, but often have indoor options. They also have some inn to inn.

American companies catering to American consumers are ridiculously expensive because most Americans have no clue about prices in other countries.
Better yet for your first experience pick a bike hotel in Italy and join their daily guided rides with different speeds. Hotel Dory in Riccione is a good example. Cost included rental bikes for 5-6 days and all meals will be par with what you'll pay daily for a Backroads trip. Also you'll meet different people and learn about different cultures.
