Im thinking about adding some foam on the tips incase anyone thinks its menacing. It doesn't go further than my wheel so it would have to be a pretty horrific accident to hurt somebody. I could see it being a little sketchy in group rides though, would people literally kick me out if I showed up to a group ride with this? Getting back into cycling and don't know the culture, different in cali than it was in the midwest too

To the OPs original question.....where I ride I rarely encounter other cyclists. When I do, and I'm coming up behind them, I say "I'm on your wheel. Is that ok or do you want me to back off?" Invariably they say something like "No problem."

It's probably best etiquette to ask first, but I would never expect someone to ask, and would never be annoyed by it. Why would I care if someone drafts off of me? I was doing a 100km charity ride once, and on a stretch into the wind I noticed a string of people behind me, and since they were pushing pretty hard to keep up I backed off just a bit so they could stay in the draft without working so hard. The risk you take if you don't confirm, is snot coming your way or something. Last summer I passed someone, and a while later blew my nose, and didn't turn my head quite far enough to see that he was drafting. Not an advisable icebreaker, though we both laughed it off and rode together for about 50k after that.

I said this in another thread, but it bears repeating: drafting someone is essentially an exercise of following too closely. It's potentially dangerous for both you and the person in front. You shouldn't do it unless you have permission.

Hey guys. Im a commuter cyclist, going 6.5 miles each way, trying to get back into cycling because Im fat and trying to lose my belly. I am a very experienced cyclist (albeit not with group rides) but it doesn't show because I ride with a janky setup. I go shirtless on a hybrid that has a 1/2 inch copper tube ziptied to the front as makeshift aerobars, milk crate on my wheel; I look kind of like a clown. I hear that drafting on strangers is bad etiquette, especially without asking, but I make a point to be friendly and talkative to anyone I see on the road. Unfortunately this hasn't come up much on my commute, not many road cyclists, but I had the pleasure of being called into work on a Sunday and was able to ride with a bunch of weekend warriors out on long rides. On the way in and on the way back, I found some fast dude and rode with them, Im sure both would have been fine with me drafting because by that point we were temporary friends, but how should I ask randoms riding on my commute if I can draft. The way I see it is they are a stronger cyclist and I want to get a "ride" to work. Im just not used to trying to draft with strangers, but I know a ton of people do it and I don't want to look like a dick.

I know many here will argue that the front person would not be affected. But I have a buddy who I was riding with. We turned right onto another road when some guy who silently latched onto his wheel took him down during the turn. Damaging his new Cervelo's rear derailleur. Buddy got scratched up but didn't realize his bike was damaged till the other guy got up and left after an apology.

Not all riders are out to socialize. A good amount ride to relieve stress with the silent ride. With you ignoring that possibility & trying to intrude their stress-free ride, you're adding stress to there free time. Don't take offense if they drop you.

I don't ride on anybody's wheel unless I ask - and likewise I won't let anybody ride on mine. I need to see your cycling ability/skill first. If (and the big IF) you can hold a steady line, steady speed, and watch/give hand signals for road hazard avoidance.
That said, 99.5% of the time I ride solo...
