Agree, Sports Tourer is a good guess. Changed so much and with the repaint, the value is in the parts. Vegas market is soft in my experience, good for buyers, bad for sellers. Original Sports Tourers can have decent value, but that value is now gone.
Can't see derailleurs.
Taped to bike rack, thats a new one to me. I thought I had seen it all....
I checked the ad, looks like a storage locker cleanout. Poorly written ad, could be a bargain. I'd start low on my offer.

I hope that's some sort of plastic wrap and not tape holding it to the rack. The paint job is interesting. Value would be hard to place. Start what you're willing to pay and then drop it by a bit (and be prepared to walk away).

I do not understand this crankset. It appears like a triple, but with a smooth middle chainring. What kind of trickery is this? I see that it is not an actual middle chainring, but the chain must brush by when shifting. Is it related to the big difference between the large and the small chainrings?

Yeah. I was interested in it for the parts, rims/tires really. It has some model of Exage rear derailleur, Unknown front.
Is it me or the angle, but do the downtube shifters look like they are mounted high on the tube?
Started with a low offer as a parts bike . He declined. Oh well. As previously stated, I was hoping for a storage locker deal.
It just looked interesting.

Its packing tape. I buy it by the case. Never used it to tie down a bike.

I'd be concerned about it's effect on the paint, which is why I was hoping it was something more like a very narrow saran wrap. Maybe packing tape wouldn't have an issue.

it is a shift smoothing ring found on the T.A. sets employed by Schwinn
shown in this parts illustration
