That Phil lockring is made of aluminum. It is discounted to $28. Nothing says "overpriced junk" like the Phil logo.

Everyone seems to have trouble with them. Their products in general, don't seem to be fit for the purpose for which they are sold - AKA warranty of merchantability.
Either they just break or they never seem to actually work except without workarounds and endless trial and error to get them just right. When they do work they don't seem to provide any value beyond bling.
I'm all for high-end gear and am the first to remind people that looks matter but for a company which claims to be an engineering company I just find their products to be gimmicky.
As always, I'm open to correction and always try to understand reasonable objections, even if I don't agree.
To be fair, Phil does state that the aluminum lockring is for indoor, track use only.

I never tried them personally but I thought Phil hubs were considered top shelf.

That said, I've never felt the need for an aluminum lockring. Steel is much more durable, and only trivially heavier. Of course, you do need a Campagnolo-thread lockring for Phil hubs, rather than ISO (unless they've changed recently).

I discussed it with some other folks and we concluded that Phil's aluminum lockring and Lightweight's carbon bottle cages are tied for the most pointless thing ever.
