Factory5 has a nice looking raw track frame. Don't know what the build plan is, but you might be limited with the track dropout width.

It's quite hard to make clear coat stick to a raw steel frame though. Maybe thick coats of clear plastidip may work. Plastidip isn't as durable as normal paint though.

Rikulau out of Taiwan makes some cool frames. The one below is from Reynolds 931 tubing. I'm sure there are some other places that have nice frames but the names escape me right now. Maybe Traitor makes one too?

I've heard that, but stainless hardly shows a raw finish. What choice is there. And honestly, I don't see why pigment is needed to get adhesion.

I failed to mention, that I am looking for a road frame. Not track frame. Am just in love with the raw look and the welds on this one.

The cinelli XCR is raw steel, but it costs $4k. For that you might as well go custom, mosaic and firefly make my favorite raw frames.

Otherwise, I think bikesdirect has a few raw TI frames, but I don't think you can buy just the frameset. Your best bet is probably to get a frame off craigslist or ebay and strip it yourself.

What's the budget? If you have enough funds, have your builder of choice make you a custom frame and not paint it.
If you can't afford the custom frame, then buy a steel frame and strip the paint.
For both options you can either clear coat it as suggested above. Or have a truly raw finish. If you don't clear coat it you'll see surface oxidation fairly quick and the frame will likely succumb to corrosion faster than a painted one.

You can get a clear powder coat. I'm not sure how to get a brushed finish if sand blasting though. Perhaps first sand blast it, then sand it while protecting it from contaminants.
As far as in the RAW.
Brompton also makes a nice raw steel frame. Of course it is a bit different bike than you're looking at.

Find a good steel road frame you like and take it to a sandblaster. They'll remove the paint for you and you wont have to worry with all the messy, harmful, and potentially hazardous chemicals that go into stripping paint off a frame. Some could offer a clear powdercoat on the premises or else you'll have to act quickly as pointed out earlier; the raw metal will oxidize. Even finger prints could affect the quality of the finished raw look. Some people prefer the oxidized look though so YYMV depending on your tastes and preferences. Raw frame with a metallic clear coat might be pretty rad.
