The team registration nationality rules are also governed in part by the rules of the nation where registered and may vary by level, e.g. world vs pro con. It's all public just dense.

I'm not familiar with Ian Garrison, but apparently he's been riding for Decuinick Quickstep, but is now coming back to the states to ride for L39ion.

Seriously? That totally sucks, he was doing well in Paris-Nice. I wonder though, when he chatted with McNulty he mentioned actually struggling - I wonder if he pushed too hard too early.
