UDI2 Junction Box
Okay, stupid question:
I was going to change out my stem, but what I think is the junction box is mounted there. Is there some way to get this thing off without cutting the cable tie? Thanks!

you should be able to wiggle it off.
In the future, I'd use something like this to mount the junction box.

Woman make me faster
I use one made by Lightweight that looks just like the mounts noodle soup linked. Mine was like $20. The rubber band thing is lame.

Update: there’s a little tab hiding on the mounting bracket. Push it up and gently slide off the junction box. It’s a pretty flimsy system, so I think I’ll take the above advice and replace it.

If that is a picture of your stem and junction A box, that is not a zip tie. You should be able to pry the strap off with your hand or a small screwdriver.

Use the tab as described above to remove the junction box from the mount, this will give you a little more room to work. Remove the retaining strap off the tab (you can see the tab in your picture) by using your thumb to push down on the strap (toward the tab) and you will be able to unhook it. Reassemble by reversing the procedure.
