Nice find. It look like a long wheelbase touring bike, which of course it is. There is some rust, but, it looks good overall. It looks like the previous owner was either into Tri racing, training or was touring with an Tri bars. Interesting.
I see it has the bottle mount for a fuel bottle or third water bottle. Canti brakes. Good stuff for a touring bike.

This one ended up att $188.95 after taxes and fees, plus a pleasant drive down to Colorado Springs.

We’re down to things that are stuck. Those tri bars put the previous owner in a great place to soak that stem, and if anyone is surprised those crank dust covers are rounded and stuck.

You're lucky the seat post wasn't stuck because the fluting allows water into the frame. It was on my Expedition that looked to be in similar condition to yours when I got it.
Can you turn the stem bolt at all? If so, loosen it one or two turns and tap it with a mallet. This was enough to get mine off.

Turn it upside down and dump some penetrant down the steerer (if you aren't already.) If you need a cheap option for penetrant, just found out that vegetable oil and acetone does as good a job as acetone and ATF. Let it sit for a few days then (if you are ready for slightly destructive removal) use either a torx bit or try to find an SAE allen wrench of a slightl larger size and hammer those in to the stem bolt.

Use the next slightly one size up torx bit and pound it into the stem bolt. Soak from the underside, and give it a try slowly.

Using a 3/4" dowel and a hammer to impact the outer area of the dust caps should allow them to be twisted out with little force.

Awesome, thanks everyone. Looks like I only have up to T25, so a trip to the hardware store is needed. Need to pick up the penetrant cocktail and a shallow tub to work in also.
