Basic bike mechanics- I am curious to know

Hello all,
I am curious to know how you do the reassembly.
I have two photos of cone nuts/bolts in the front and rear hubs of my bike.
You can see in the lock nut, there are two different designs on its side/face: one is flat (pic 1), the other is not.
The way to assembly proper is :
#1_ cone nut first for sure, washer, then lock nut with side 1 touching washer.
#2_ cone nut, washer, then lock nut with side 2 touching washer. ( for me, I do this)
#3_ Cone, washer, lock nut , either way, does not matter, it doesnot make any different.
Some of the bikes that I opened, it s in the way #1.
What is your way?

Before you tighten the lock-nuts, make sure the axles are centered in the dropouts

just for the sake of extra info, some hubs have locknuts with a lot of texture for gripping the dropouts. This is especially useful for rear dropouts, and especially when they are chromed.

...unless there's something unusual going on, like a cone that has a worn surface, or a bent axle that needs replacement, I generally do not remove the hardware from both sides of the axle. This leaves me a reference point for reassembly, so the axles remain more or less centered where they were before. I just clean one side in place on the axle.
