But why would you want to be attacked by dogs? Don't do it.

You ever done "coasting" on a steep hill on foot (even without running stilts)??
Boy, you're missing a ton of fun! Doing it is simple. Start making small hops perpendicular to the gradient and you'll start accelerating downhill.
The process is exactly the same way Apollo astronauts hopped around to move around on the moon and incidentally, I learned the technique from the astronauts.
If done right, the technique should feel very easy, you'll reach frightening speeds on foot with very little effort. It can be dangerous though at higher speeds and you can fall flat on your face if you lose balance. You don't need a PhD to figure it out, even an idiot like me can figure it out.

Doesn't pass the "I don't want to look like an idiot" test. Even the obvious expert in the video looks like an awkward cartoon character.
To take it seriously, there's no way you should be doing this around other pedestrians or on trafficked roads. The problem is obvious, a fast stop or course correction is going to be very unpleasant. Your center of gravity is way too high for safe control.
The real competition is not cycling, btw, it's scooters, skateboards and rollerblades.

Easier on the butt, I guess. Would be tough to coast downhill, though.

Ever tried running down a steep hill on foot? It's dangerous, hard, and ridiculous. Hopping on the way down like those moon astronauts (with plenty of practice) is a lot easier, safe, and fun.
Now you probably won't be able to hop down less steeper hills but you probably could with these sprung boots / stilts.

In case I was running short of ideas on how to dripple myself ....
Yeah, I can run at 25 mph (possibly) wearing those .... but as @livedarklions points out, braking is Not improved. Cornering is Not improved. So .... now I have another way to wipe out on pavement at high speed.
Plus .... let us not forget, the guy is Running. Maybe it is a little easier on the knees, but still .... fi I could run nowadays I would just go running,. My weight, my shrunken lungs, and my shriveled heart all join to make running both dangerous, damaging, and even a little life-threatening. Yet ... I can still rider a bike easily. If I bought a pair of those and didn't lose 80 pounds before trying that stuff, all I would be is a man needing resuscitation and knee- and hip replacements.
Yet I can have a ton of fun on my bike, and I do, a few or several times a week.

It only took me a few seconds of that dumb video to see some proper jogger and then that guy "running" with his feet more than a foot apart to keep all that mech from banging together and causing an instant face plant from an elevated position. Wonder how many dudes gave their lives in the development phase. Looks like that would be very damaging to hip and knee joints at the very least.
Do carry on though

Low impact enough? I'm checking other sources that say, you can easily cruise 20 mph on it. Same speed as bike but much lighter and much simpler and may take you faster on climbs.

Doubt it is low impact and the turning would put a lot of stress on your knees.

One of the things I like about biking is the calm it brings just wafting along in relative comfort. I also enjoy picking a nice line on swooping descents.
Bouncing along the road like a kangaroo seems completely at odds with those qualities! So it's a no from me, lol
