JB stands for Joe Bell, the painter of that gorgeous blue finish. He is considered the premiere painter in the US. As far as who built the frame........unknown.

Frame looks very Klein-ish.

As mentioned, the "JB" is all about the paint job, not the brand of bike.

Yeah, Joe is certainly in the same class as Litton, Franklin, Black Magic and Marco to name a few.

Looks like a Klein Quantum to me, with the Joe Bell paint job.
