Here in central Texas, arm warmers and a wind-stopping vest are the most worn items in my winter riding wardrobe. I'll add gloves and a Smartwool beanie when it hits the 40s.

Non cotton boxer briefs, wool slacks. Non cotton tee, thin wool sweater, shell. Wool socks. Lightweight waterproof hiking boots and platform pedals.

For rain, you can do fenders plus rain cape, or rain legs and make sure the shell is waterproof.
