Clearance For 700 x 45 = 27.5 x 2.1?

Clearance For 700 x 45 = 27.5 x 2.1?
Hey everyone. I currently am using 700 x 45mm WTB Riddlers on my Giant TCX. Going 650b is always a temptation. Here are my 2 questions:
1. If I can fit a 700x45mm tire does that equal out to a 27.5 2.1 on 27.5 rims fitting in my frame?
2. Those of you that have gone to an around 2.1 650b tire, have you been happy with the investment?

45mm is a few mm larger diameter than 27.5x2.1.
You're probably aware, the TCX clears a 2.0"+ rear. 2.1" front.
Am on 27.5x2.1/2.2 mostly due to the majority of riding I do; heading out to rougher tracks at a more casual pace.
Also have a (mostly) 700x44 setup, but stick to a filetread on that, for road and milder gravel.
The 700c does roll a bit faster, if that's something you prefer.
