Mount the rod vertically and put a high-viz flag on the top?

I've done this a few times, fishing off the local beaches.
It's no problem as long as you're not overloaded. Tackle in a backpack, rod (I also attach a rod rest, but no need for flyfishing) in the rodbag attached to the top tube with a couple of toestraps.
And a Deboyo bottle in the cage if you want a hot coffee.

Is it in a rod tube? If it's in a rod tube just strap it to the top tube with some bungee and let the rest hang out the back. Wear your vest. with you tackle.

I'd go for a the idea of a skateboard backpack. Throw your lures, gear into the pack, and fishing rods where the skateboard would go. I think DaKine sells a few of these.

My rod tubes have D hooks, I'd just attach a strap and carry it on my back.

He could get some Ortlieb Back Roller panniers, fill them with water and keep the fish alive until he gets home.

Ortliebs are big, I'm not quite sure they're big enough for sockeyes tho...

Thanks
Some good ideas.
strap vertical to pack with a flag

heavy rain raised the river, gonna wait a few days
& watch water levels, was18” now 32”
, not fishable when this high.

Fish Counts - Sport Fish - ADF&G

Carry fish, usually fillet on bank & gallon zip lock
but F&G says best to put whole fish in backback & clean elsehere
so not attract brown bears .
LOL , like :carry raw fish with tails hanging out won’t attract bears

will stay close to other folks that I can outrun

Very good idea.
May I also suggest to only go with other cycling buddies.
When you get there loosen their seats,
deflate their tires and tighten the brakes so the wheels won't move.

Oh and make sure none of them owe you money.

I recently transported rod, reel, wading boots and gravel guards on my bike. I use a four piece fly rod, so carrying that was easy. Everything else I stuffed in a small duffel and hung it on the back of the seat. I wore black long rapid dry pants and exofficio undies.

I should mention I rode a recumbent, so it was pretty easy. I didn’t worry about the return since I do CPR (catch, photo, release) even though I would probably make an exception for walleye.

And I see baitcasters stuff everything in a backpack and let the rod extend out like an antenna from a walkie-talkie, if you’re old enough to know what those looked like

7 piece 9'6" travel rod in a 20" case like this one and attach it to the bike with a Oveja Negra Front End Loader along with your waders and boots. Carry your flies in a chest pack like this one. You may want a Oveja Negra Gearjammer for carrying some warmer clothes for under those waders.

Or you could go with a BOB Yak.

I was climbing Flagstaff Road one day and met a cyclist heading to Gross Reservoir to fish.
He had the rod attached to the side of the downtube, so it was pointing upward ahead of the bike.

I converted the old police bike to a fishing bike. Plastic ammo box went onto the rack and three feet of bottom capped PVC pipe was zipp-tied to the backward leaning rack rail for the two-piece rod. The "gray disguise" is duct tape.

Prob the method I'll use, might be the safest.
2 piece 9' - 9 weight, fly rod. (8' spare to be left in PU )
Still watching water level, coming down.

I think you should carry it couched like a joust. As you near each pedestrian along the way scream "To the Lists!" at the top of your lungs as you speed up towards them.
