Paint adhesion vs weld failure on Fuji Touring steel frame

I noticed some paint missing from the edge of the weld on the top tube and again on the seat stay. Opinions on this being a weld failure vs poor paint prep? Everything feels solid.

If it is a weld failure I’m thinking it wouldn’t result in a catastrophic failure so I could ride until i

t breaks.

That is neither a crack nor a paint adhesion issue. That was clearly abraded by something. Do you have a saddle bag or frame bag that is mounted in that location.

It's not a weld failure 100%.

You'd know if you were a MIG/TIG welder.

I am a MIG/TIG welder.

Automotive touch up paint marker will fix this.

You may want to invest in a quality platform bike rack to prevent future occurances.

Yes abrasion as everyone has said. I guess another possible cause might be someone riding around with a lock wrapped around there.
