Wrinkles on frame of Miyata 310. Damaged?

Hi, I just bought a 1984 Miyata 310 of craigslist for pretty cheap. I recently just found some wrinkles on the top tube, near the seat, that I somehow missed on initial inspection. To me they look really minor, but I've heard that wrinkles like this can be pretty bad. I was planning to add some new components to the bike, but won't if the frame is damaged. To the naked eye, everything else looks straight and functional. Should I be worried by these wrinkles?

That would appear to be a poor repaint job (poor prep job) or the paint is lifting on the original paint, possibly from rust. Is it the original paint?

Looks like corrosion under the paint. My original-paint Bianchi Premio is doing that, too.

That's the other thing I thought it was: rust. I'm pretty sure it's original paint though. Do you think it's just surface rust? Or is stuff like this a sign of things far worse? I was really looking forward to this being my first project.

+10 That's rust under the paint. If it worries you, take a dremel, expose it, treat with rust converting paint, and touch it up. Pretty common.
