The TA-350 was an aid to encourage correct freewheel spacing. This was very helpful when a single freewheel body could be built in multiple configurations, especially when many of the cogs were threaded, requiring the not-infrequent use of microspacers. Additionally required in the case of Ultra-6/Ultra-7 builds, where the spacing in the outer-position cogs was different from the inner-position cogs.

I've run across FWs with one or two sprockets where the spacing was too narrow or too wide and was able to easily correct the problem. More of an issue with friction shifting, also chain width.
Works great for quick ID of narrow vs. standard width 6 speed FWs too. Measuring the width of the FW isn't always the best way to tell narrow from standard as some FWs have wider bodies.

"The SunTour Spanner? It’s for New Winner freewheels."
...per the OP
Thank you I don't really need this.

I have a set of SunTour XC hubs that have a notched lock ring/cone. I have never adjusted them because I don’t have the tool. And because my wife rides that bike about 50 miles each year. It looks like this may be the tool?

No, as noted, it's for the New Winner freewheel bearing adjustment. The XC hubs use a different tool:

Ah, for the cones of the freewheel. It should only take five or six posts before we all get this through our heads.
