For myself, as a Rider? If it checks out as rebuildable (no cracks, dents, or bends on the frame and fork).
I'd offer $100 initially, and be willing to go as high as $200, if necessary.
If thinking about flipping, not more than $75-$100, and that would be a risk.
If you decide to buy and flip it, let me know what you want for it as-is.
If you decide not to fool with it, please tell me where it is.

When buying a project bike/frame, I try to pay no more than I think the current market value of the components is, in case the bike turns out to be a trashcan/scrap pile bike when I get home and get into it. That way, I can store the group, or sell it to get my money back if the bike is a write off.

Considering that the paint isn't that great and the components look super rough I would say only $75-100. Myself I would pass on this one it will likely cost more to build up as rider than it's worth. Partially stripped rough high end frame sets are almost always a bad deal value wise. Even if free it is pretty easy to lose money on one.

It's a good riding frame, though - great combination of racy, agile and comfy. As a collectable - not so much. Some bikes/frames are like that.
