Check out Voile straps. The Nano version could work well for that application.
I installed two voile straps to hold my basket and they are a perfect, sturdy solution. I also added a voile strap to ensure that my tire pump stays put. Thanks for the recommendation.

Multi-tools are compromise between convenience and usability. I often carry individual tools. But the Park Tool MT-1 is pretty good. In most cases, I can get the right angle and clearance to use it properly.
