Did Behavior of image URL insertion change?
I host my photos on Flickr which offers BBCode snippets for image insertion, like this:
I normally just paste that snippet into the body of my posts and trim as necessary (I rarely want the second [ url ] ... [ /url ] bit), but today I forgot and pasted it into the image-from-url space in the image dialog. It automatically tried to insert the — still garbage — text I pasted into the box without giving me the opportunity to whittle it down to just the raw https://live.staticflickr.com/65535/...a8f78124_c.jpg image URL. Was this a change in the behavior of that dialog box? I'm pretty certain I've inserted other URLs there before (such as from Velobase) and always needed to hit RETURN to get the uploader to do its thing. If something changed, I'd vote for it to be unchanged. If not, just chalk it up to my aging brain...

It's the source.
I used the same BB markup for both images.
I'm guessing some sort of anti-spam/anti-porno/anit-whatever feature.
Using what is in the tool-bar gives the desired result:

Got it. So you didn't get the opportunity to edit what you pasted, right? That's what I'm complaining about.

I copy/pasted the line " https://live.staticflickr.com/65535/...a8f78124_c.jpg " from your post in post #1.
I pasted it into the window shown in post #6.
I didn't edit anything in the text box. I just checked and it doesn't allow me to (as you were saying -- I hadn't noticed previously), so edit first, then paste. (I guess my workflow is more akin to what was expected by whomever designed the interface.)
That kind of behavior I am fairly certain is hard-baked into the forum software, so I doubt it could be changed easily.

What are you wanting to edit? If the picture itself, then you need to do that with what ever photo editor you choose then save the edited pic or video.
I many times can just drag a pic from the web to the reply window, whether I'm in the quick reply or the advanced editor. Sometimes certain websites I try to grab a pic from I'll have to use the editor tools or attachment manager.
If you are just wanting to add a comment... well do that in the message editor if the attachment manager doesn't give you that chance.

In this particular case, I was semi-brain dead and wanted to edit the BBCODE to eliminate everything but the actual image URL. As I indicated, I failed for some reason to remember to just insert the darn BBCODE into the edit window.
In the grand scheme of things, I realize this is a small issue. Still, it seems to me that simply pasting text into a text field should not automagically submit the form. It is simply bad UX behavior. The user should have to click a button or hit RETURN to submit the form.
