What is this hole/mark on my Giant TCR?

So I have this 2006 Giant TCR Advanced carbon frame. Under the top tube there is a hole with a plug in it with surrounding discoloration. It is underneath the top tube about where the letter "N" is. So...

A. Why is this hole here? What is it for?
B. What is with this discoloration? Concerning?

To me it looks like aluminum corrosion from the riv-nut. Looks exactly like the corrosion around the bottle bosses on the down tube. Have you considered scrubbing it off with a soapy tooth brush?

And that plastic bit riveted on there next to the riv-nut has the same corrosion due to the aluminum pop rivets used. Any mild acid will clean that up. A little Coca-cola mixed with a little dish soap and a tooth brush.

That's a large assumption. Just because someone owned something in the past doesn't mean they know anything about it. Ever watch "Antiques Roadshow"? He likely would not know. He didn't even know what "Dura Ace" was.

I'll try the soapy or Cocacola toothbrush today and see what happens. Thank you.

So I cleaned it up with a soapy toothbrush. Much better. Clearly a threaded mount for something.
