New York state legalizes ebikes

NYC had temporarily suspended the ban on throttle bikes, which are widely used for delivery. Someone snuck a provision into the new state budget to make it permanent.

Nobody sneaked it in. Cuomo announced his intention to sign the bill into law in January.

Cuomo didn't write the bill. It's a weird thing to have in a budget.

The BikeTarrytown blog had a good post describing the regulations. Most problematic is the default state-wide ban on >30mph roads, although localities can permit them the wording in the governors budget blocks ebikes from riding on 90% of roads in the state, or bike trails, or sidewalks.
