I'm going with Falconista's idea.
Just need to figure out the flatbar now.
Ordered some Ergon GF3's, and a used set of Profile Design Carbon Strike Aero bars.

BTW I didn't really mean to recommend the aero bars solution and I would hate for your girlfriend to have an accident. It did work (from an aero view) but I must also say that it didn't feel very safe for normal road usage. Its very twitchy (possibly because of your weight moving further over the front wheel and its geometry) and you are a long way from the brakes...
A better solution may be to move the flat bar forward slightly?

Here's a couple pics of my xootr with VO Milan bars, Ergon Trips and a Brompton one piece 54 tooth chain ring. I fitted a different cassette with a low of 34 teeth and the twist shifter didn't work so I replaced it with an old friction shifter that works well and doesn't take a lot of handlebar room. SPDs as well and a much longer stem . The bag on the bars is a VO Baguette bag.

Update: I did a test ride monday night and yesterday.
With all the excess crap (rack, double kickstand, north bars, etc) stripped off, this bike seriously sings!
I went with the smallest stem, 500 mm chromoly nito bars, ergon gp3....and stuck some used Profile Design carbon aero bars in front.
The cockpit is a bit small, but I've set it for my girlfriend.
As for the aero bars...personally, I don't like it on this bike because it's very twitchy....but it's best for my girlfriend to try it and make the call.....

Update: she loves the bike.
While I'm not a huge fan of aero grips on the Swift, she loves it....a ton.

Relationship didn't work out.
However, the bike is still pretty great.
I took off the aero bars (very twitchy).
In the future, I'll probably change the grips to a large size instead of small.
