Hard to say for sure but there might be a bit of deformity where the bottom of the steerer tube meets the top of the fork? Again, hard to say about the top tube but that “wrap” near where the top tube joins the head tube makes me wonder, WTF? Overall, that bike is a bit of a hot mess, but could rehab nicely. New saddle, new bar tape and as mentioned, ditch the oversized “dork disk”. Might not be important to everyone but the valve stem should point directly at the hub! This might not be important to everyone either but the QR levers are designed to be on the non-drive side of the bike!

I think the wheels have been swapped to a older cheaper pair of wheels. That dork disk/spoke protector is not right. I don't believe it is original to the bike.
