Tapping around the bike tubes with the handle of a small screw driver might give you an idea of the internal tube condition.

I have had some challenges with removing rust from old bikes that I have picked up for restoration. I use different grades of steel wool to remove it and then just keep it clean. The worst one was my Columbus Tube Italvega that was left in a field in a Central California Coastal town for many years . It took a year to get it to "patina" stage.These are pics from the Craigslist ad, yea I actually bought this thing!





A year later after many hours of rust removal!

Emery tape

Emery tape comes on a 40 feet reel and is an inch wide.Perfect for polishing and sanding steel tubes at great speed and the tape wrapping around the tube offers reasonable levelling ability. Furthermore the more you use it the finer the grade - start with 80 grit end up with 400. Don't discard the worn out bits as they can be reused for finer work that requires less abrasion.
