I did this with the front, it looks like the rotor is stuck to one side. I can’t see any light on one side for most of the revolution of the wheel. I tried re centering it and it didn’t work.

If you've tried all of that, and you've done a semi-competent job of it, then I'd be looking for a bit of rotor runout/warp. If you spin the wheel in the stand, will the rotor audibly kiss the pads? If so, do your best to locate that high spot and then give it a little tweak with a rotor truing lever or with an adjustable wrench. Be gentle if they're Shimano IceTech - they don't need a lot of persuading.

It's quite windy this morning. I plan to ride anyway. With my peanut rides a little wind doesn't make a lot of difference. I'm making a daily ride a 'have to'.
