Best paint primer system for touch up?

I've got a bunch of touch up work to do and was wondering what sort of primer to use. I'm looking for something permanent to protect the raw metal after removing rust and that I can put nail polish or automotive touch up paint over and maintain a 5 yard squint. I was looking at POR-15, but don't know what will stick to it. Are the etching epoxy primers any good?
